I think it's interesting that they give Q the role of comic relief, it's the only way they can get away with having an omnipotent character without him being seen as the ultimate threat. If Q were really more malicious, I doubt anyone would dare to threaten him as we see in this part. If he never brought them back, what could Sisko really do about it? A whole lot of nothing, that's what.
