Low frequency radar at best can only give a general area of where the aircraft is. It will not be able to track it for a kill using SAM. The best nuclear missile would be the Trident II. The US has invested $53 billion on anti missile defense in the last 5 years alone and is the only country building a global missile defense network. And the US is expected to spend hundreds of billions building a global missile defense in the coming decade.

Mus, long-wave doesn't need to be accurate, it only needs to provide early warning, which is exactly what they're used for. JORN is accurate enough to track aircaft taking off at Jakarta International, an can even detect light aircraft taking off on runways in Indonesia. It doesn't have to move if you can't sneak up on it. Topel-M is one of the most advanced ICBMs available, not to mention SS-18 Satan's were an still are the most powerfull ICBMs ever built. The majority of Russia's nuclear stockpile are tactical nukes NOT strategic nukes. Whereas nearly all of US nukes are strategic. The US have always had more strategic nukes than Russia. Not to mention far better capabilities to deliver them.

You don't seem to have a clue just how limited the abilities of low frequency radars are. "Low-fr​equency radar is limited by lack of available frequencies which are heavily used by other systems, lack of accuracy given the long wavelength, and by the radar's size, making it difficult to transport and making for an easy target. A long-wave radar may detect a target and roughly locate it, but not identify it, and the location information lacks sufficient weapon targeting accuracy."
