It seems more like he's commenting on the stupendous amount of fire-arms in New York City, that it is problematic, not that inhabitants of Staten Island should be rougher. I can't say I'm a fan of his music, but this using of Youtube as a device to stir controversy or create feuds between rappers is disrespectful​ (Gza and 50 cent for instance).
